Why is it a foregone conclusion that VT can't offer NIL

There is a lot of rumors going around right now for which I suspect is only partially true. I do not think every decent player in the portal needs to land an NIL deal. For those with NFL aspirations, fit and style of program could be a much better investment. That said, why can't VT offer NIL deals? Or maybe we are but just aren't big mouths about it. Remember NIL comes from business owners and boosters. We are those folks. I feel like this board has thrown up it's hands and just assumes VT has no place in the NIL world, which is strange to me.
